Topic 1: SW Trails meeting – help determine SW Bike Boulevards – tonight!

Agenda:
1. Bring any marked up maps with ideas for bike boulevards you could not deliver last month. Our draftsman has not yet completed the integrated map for us to decide on our specific routes for review. We should have that next month. Meanwhile we can lay out our ideas of how to organize our review process so everyone one can get out and see what the various alternative routes look and feel like. Maybe we can select a few criteria by which we can evaluate our routes.
Join us even though you have not yet marked up a map with your ideas, we want you to join in the effort to identify the key streets to use as a bike boulevards in SW Portland. We plan to have the integrated map by mid to late February, but we should be able to add additional ideas to the mix if you mark up a walking map with yours.
Feel free to mark up the maps for all of the streets you feel should be considered as bike boulevards even if they are not in your neighborhood, especially if you ride them frequently.
We will need a few volunteers to help set up the rides to evaluate the routes. After the rides, we will have a meeting to agree on the bike boulevard routes we want to recommend to the greater SW Community. We will schedule an open house to discuss the proposals some time after March 2007. We will take the input we get from our citizens and shape our recommended network and submit it to PDOT for inclusion in their Bike Boulevard Plan.
2. No further update on our effort to make sure any changes to the drainage on our streets results in streets that are more walkable and safer for bicyclists.
3. We will review a revised, more jolly, draft of a community effort to improve our sidewalks. Draft is below.

Topic 2: Support the 70′s Bike Boulevard and the S Waterfront Trail at Metro hearing – 2/13
Thanks to strong comments by BTA Digest readers, the 70′s Bike Boulevard and the S Waterfront Trail made it into the first cut list in the MTIP process last fall. Now it’s time to get them into the final list.
A draft final list of funding recommendations is scheduled for release on Feb. 3, 2007. We need to make sure that the 70′s Bike Boulevard (they call it a “Bikeway”) and the S Waterfront Trail are on it! So check the bottom of this page before you go to the hearing. If your favorite projects didn’t make the cut, make sure and tell Metro that you want to see them put back on.
The hearing will take place at 5:30 p.m. on Tuesday, Feb. 13, 2007. The Joint Policy Advisory Committee on Transportation (JPACT) and the Metro Council will hear public testimony on the draft final list of transportation priorities for the flexible funding portion of the 2008-11 Metropolitan Transportation Improvement Program (MTIP).

Topic 3: Comment on the proposal for an expanded I-5 bridge – plus, meetings tonight and 1/30
It is decision time. The Columbia River Crossing staff is looking for your input on a for a new expanded I-5 bridge for cars and improved public transportation between Clark County and Portland. Attend one of these open houses to learn more, talk with project staff, and share your comments.
The staff recommendation has been contested and discussed. It includes the possibility of tolling on the bridge, and assumes a freeway expansion that will encourage more traffic between and within Portland and Clark County. The Coalition for a Liveable Future recently held a forum to discuss the cost effectiveness of the staff proposals. Check out a report from that forum, and come to the Open Houses to learn more:

Topic 5: Call for volunteers: Please help with the Alice Awards & Auction fundraiser! – 3/10
On March 10th, hundreds of bicyclists and bike supporters will gather at the Oregon Convention Center for a fundraising party, auction and awards ceremony. All proceeds from the event go towards our work to make Oregon and SW Washington more bike friendly. We hope you’ll all come!
You can also help us by volunteering at the party (and volunteers come for half price!). This is also a lot of fun (I did it last year, before I worked for the BTA, and had a blast) and it is a way to come to the party and donate to the cause even if the $65 ticket price is a little steep for you.
If you’re interested, we’d love to have your help! We need help in the morning and the evening of March 10th, and in the weeks beforehand as we assemble and organize all of the displays and auction items.

Topic 7: Gravel in the bike lane? numbers for Metro area and Clark County
If your commute is now plagued by the gravel-drifts that are leftover from last weeks snows, call it in! The city of Portland has prioritzed clean up on common bike routes, but they could still use help pinpointing trouble spots. Be specific when you leave a message – tell them what stretch of road, on what side of the street, and any other details that are important.

The City of Portland Office of Transportation, in coordination with ODOT, is developing a conceptual streetscape plan for Inner Powell Blvd from the Ross Island Bridge to 92nd Avenue. The streetscape plan will identify improvements within the existing right-of-way that will continue to allow SE Powell Boulevard to serve vehicle traffic movement while also improving the safety, accessibility and the aesthetic environment for pedestrians, cyclists and transit riders.
Please join us for an Open House to review project information and provide input.The Open House will be a “self-guided” tour with opportunities to provide input. Staff will be available to discuss the materials at stations. No formal presentation will be given. Adults and children are encouraged to converse with staff, write comments and draw on maps to be provided.
Next Steps… Your input will help the City develop streetscape alternatives, evaluate them and select a preferred streetscape plan. Alternative Streetscape plans will be presented at a future Open House to receive community input. Then, the alternatives will be analyzed, evaluated and presented at a third Open House. A preferred plan will be selected and completed by July 2007.

Topic 11: Speed Dating the City Budget – your comments wanted! 2/22
The city of Portland is nearly ready to post its budget – it’ll go up on the Community Budgeting page by February 9th – at which point residents are encouraged to come to workshops and forums to learn more and give feedback. Commissioner Sam Adams has been holding his own forums as part of the process for developing budgets for his bureaus. You can learn more about those discussions on his blog.
At this Feb. 22nd Forum, below, you’ll have an opportunity to talk with all of the commissioners and bureaus about their budgets, including Sam Adams’ Safe Streets Initiative.

6:30-8:30 – You could call this Budget Forum “Speed Dating the City Budget!” They will have 10 or more tables set up; each representing different service areas, initiatives, and perhaps one Spanish speaking table. Commissioners, along with bureau directors, will participate in discussions at the various tables. Community members will move among the tables (about 15 minutes per table) to learn what is being proposed for the budget and provide comments, share priorities, note any concerns, and ask questions. All input will be recorded and shared back with the community, the Council, and Bureau directors following the forum. Again, community members will have the opportunity to provide input about how it wants to be involved in budget development in future years.

Topic 12: Citybikes starts a women-only bike maintenance class
Citybikes, a local, co-operatively run bike shop, is offering a comprehensive overhaul class this winter. Participants will learn the ins and outs of bike maintanence and will gain an understanding of what keeps bikes running smoothly. The class is open to all women and trans folks. There will be 10 classes in the session (at $20 a piece/$200 for the class) every Friday evening from 7:30pm-9:30pm. It started January 12th but if you ask nicely maybe they’ll let you start late.

Topic 13: Grants for pedestrian safety stings – applications due 1/31
Have you ever had a difficult time crossing a street on foot, with cars failing to yield to you even in a crosswalk? BTA, Willamette Pedestrian Coalition (WPC) and Oregon Department of Transportation (ODOT) team up to manage a federally funded mini-grant program to address this problem. The goal of the program is to raise awareness of crosswalk laws. Enforcement agencies can apply for up to $5000 to fund overtime enforcement actions at crosswalks. But beware- they can also use the funds to enforce crosswalk laws as they relate to pedestrians! Applications are due by January 31st.

I know this is very advanced notice, but mark your calendars and let your non-biking friends know: we’re offering the first Bike Commuting Workshop of 2007 on Tuesday, March 13th, from 6 to 7 pm at the BTA office (1979 SW 5th Ave.).
We’ll go over easy ways to be safe on your bike, cheap ways to stay warm and dry, minimum gear necessary for carrying groceries, how to pick a good bike route, how to look good at work, and more! Lots of questions encouraged. Free maps distributed.

Cleveland High School students start their own Biking School Bus
We like to think that Safe Routes to Schools invented the Biking School Bus, but clearly it didn’t. A group of Cleveland HS students has started their own. They bike a predetermined route from Mt Tabor to school every day, picking up riders as they go. If you have a Cleveland student who wants to join, check it out!
Portland produces crash data maps to help steer money to traffic safety
The City of Portland recently agreed to spend some one-time-funds on more traffic safety improvements, and they’ll be using maps of reported crashes to shape their plan for spending it.
