After a huge rally and three hours of public testimony Portland City Council decided to delay the vote to adopt the plan until next week. Before groaning, consider a) Sam’s words and b) their reasoning.
a) Sam’s words.
“Don’t worry, folks. It’s gonna pass.”
We’re confident that this is true but it was reassuring to hear from his lips.
b) City Council’s reasoning for delaying the vote to adopt.
Because testimony ran so long (people sure do love talking about how much they love this plan!), City Council did not have enough time to discuss a potential funding mechanism that Commissioner Dan Saltzman proposed amending to the plan. Furthermore, citizen testimony yielded some proposed improvements that City Council would like PBOT to address. These are both very good things because this plan won’t happen without funding and a city council that cares about the plan’s details.
